SWOP Project aims to create possibilities for, and support and increase, North Lapland – Murmansk cooperation in culture, education and business life and between people  living in the program area. The lead partner and administrator of this project is Calotte Center. Other partners are Sàmi Education Institute, Sodankylä Institute, Inari municipality, Moscow Academy of Entrepreneurship Murmansk Branch and Murmansk Industrial College. The financing in this project is granted by the Kolarctic ENPI CBC –programme that is administrated by the Regional Council of Lapland. Specific objectives are to increase the interest of Lappish students for cross-border cooperation, transfer of technologies, Russian culture and Russian language. Project aims to create the possibility for Murmansk students to gain experiences in Lapland and to develop their expertise and competences in cultural issues, to strengthen the expertise of Russian and Finnish teachers on cultural issues and their own substance field as well as to increase the competence of Finnish and Russian companies on Russian and Finnish business culture, technology, innovations and language issues.
