The Union was created with the participation of NGOs - RSPP and «Business Russia». Main objective to implement measures to establish a special economic policies of the northern regions of the Russian Federation as the base areas of the country. Activities:
- Development of small and medium-sized businesses, is a strategic determinant of sustainable economic development in the Arctic as a macro-region.
- Promotion of companies, registered and leading business activities mainly in the territories Arctic zone of the Russian Federation.
 - Create Intermunicipal Coordination Council for development of small and medium-sized businesses in the territories of the Arctic zone of the Russian Federation of representatives of associations and structures of RSPP and «Business Russia» to reduce administrative barriers and the implementation of joint programs and projects.
