As part of the organization of the seven cities: Moscow, St. Petersburg, Norilsk, Krasnoyarsk, Dudinka, Kaliningrad. Main activities:
- Development and implementation of social and economic development and promotion of the northern and Arctic areas of Russia.
- Implementation the programs of social partnership between government, business and society.
- Implementation and participation in the development of federal programs for the development of the northern territories of the Russian Federation in the field of public utilities, aviation, telecommunications and space communications, tourism and ecology.
